Why Provo businesses choose CM Pros
You decide. We align. Our Concierge Construction Method centers your decisions with our guidance. That means no surprises, a plan that fits your lease and brand, and a build pace that respects your business hours.
Clarity over complexity
▫️Up-front planning tied to the city’s submittal requirements and timelines
▫️ Code, ADA, and fire life-safety integrated from day one under Utah’s adopted 2021 codes.
▫️ A realistic schedule that anticipates inspections and CO.
Our Concierge Construction Method
1. Discovery & Lease Alignment (paid design agreement)
We start with your brand, operational needs, and lease language (TI allowance, landlord approvals, delivery condition). We prepare a paid preconstruction/design agreement that covers site verification, as-builts, and early coordination with property management—so decisions are informed and documented.
2. Preconstruction & Permits
We assemble a complete submittal per Provo’s Tenant Finish Checklist—architectural, MEP, structural (if needed), ADA clearances, fire-rated assemblies, and COMcheck/ASHRAE energy compliance—then pay the plan review fee and track comments to approval. For restaurants, we coordinate with the Utah County Health Department.
3. Open-Book Pricing & Schedule Lock
You see line-item pricing and schedule logic before we mobilize. We set decision checkpoints, material lead-time strategies, and (where needed) after-hours work to reduce downtime.
4. Build with Live Updates
Field execution is paired with weekly portal updates—photos, percent-complete, and budget-to-actuals. We manage inspections, protect adjacent tenants, and keep your stakeholders informed.
5. Turnover, CO & Warranty
We complete punch with you, deliver O&M manuals, and coordinate final inspections and Certificate of Occupancy so the space is legally ready to open.
What we build in Provo
- Office reconfigurations (glass fronts, collaboration zones, focus rooms, power/data re-routes).
- Retail & restaurant build-outs (brand finishes, kitchen/hood, health-dept plan review, grease interceptors where required).
- Medical & professional suites (cleanable finishes, med gas where applicable, HIPAA-sensitive layouts).
- Flex/creative spaces (exposed ceilings, polished concrete, wayfinding, lighting upgrades)
Local expertise that saves time
- Permit flow that fits Provo: We submit exactly what the city requests for tenant finish and track comments through approval; plan review fees are due at submittal.
- Fast-track? Provo does not encourage fast-track permits; we plan accordingly and still look for smart sequencing to keep you moving.
- City contacts & hours: Provo Building Division is open Mon–Thu, 7:00 AM–6:00 PM (permits issued until 5:30 PM). We align submittals and inspections to those hours.
Market context: Utah County/SLC-Provo office fundamentals are stabilizing; many tenants are optimizing footprints—an environment where negotiated TI allowances and strategic build-outs are common.

What It’s Like to Work with CM Pros
David was correct. Not only did he diagnose the problem but did an amazing job repairing the extensive damage, including a main support post, that wasn’t part of the original project. While most people are waiting months for appliances, sub-contractors, etc. in this horrible supply chain climate he used his network to find everything, and everyone, we needed to get the project done in record time. He took care of literally everything throughout the process. His sub-contractors love working with him and they actually show up 😊 We are enjoying our new beautiful space already with only a few small details to finish up. We’ll be sad to see him go. Not only is he an amazing contractor but really does care about his customers and takes great pride in the quality of work performed. David is a great person all the way around. We’ll hire him again for future projects and highly recommend him. Happy CMP Customer in Sandy, Utah"
We made a couple of changes and added on couple of projects and he adjusted as needed for us. He also had a couple of creative suggestions for us which we appreciated. The crews and sub contractors were professional and dependable and I felt good and did not worry about having them in my home.
Just like others during this time there were supply chain issues and Dave dealt with these issues professionally and communicated with us. Dave is honest, and the work was done the way we expect, I’m picky, and it turned out beautiful.
I would work with Dave again and highly recommend him."
David communicated well throughout the process so that there were no surprises and made himself available to answer any questions or concerns we may have had.
Also, despite the craziness in construction these days with regards to worker and material availability, he was able to get all of the work done as planned (we had a strict deadline).
Overall, after vetting a few contractors out there, we are glad we decided to choose David for our project!"

FAQs: Tenant improvements in Provo
Do I need a building permit for interior remodels/build-outs?
Yes—most TI work (architectural, electrical, mechanical, plumbing) requires a building permit and plan review. We prepare a complete submittal package per Provo’s checklist.
What documents does Provo want for a tenant finish?
The city’s Tenant Finish Checklist calls for stamped drawings (architecture/MEP), code analysis (occupancy, egress, type), ADA details, rated assemblies, COMcheck/ASHRAE, and more.
Can Provo fast-track my permit?
The city does not encourage fast-track; special cases may be reviewed. We build a schedule that reflects this while still planning efficient sequencing.
Who pulls the permit—landlord or tenant?
It varies by lease and building rules. CM Pros typically prepares and submits on behalf of the owner/tenant team with documented authorizations using the city’s portal and forms.
How long does it take to get CO?
We coordinate inspections and closeout to achieve your Certificate of Occupancy promptly after final approvals. Timing depends on scope and inspection availability.
Which codes apply?
Utah has adopted the 2021 I-Codes (with state/local amendments) and the 2020 NEC; we design and build to those standards.
